Communiqué on Vulnerable Suspects 2017

On 1 December 2017, Fair Trials brought together members of the Advisory Board of the Legal Experts Advisory Panel (“LEAP”) to discuss Member States’ implementation of the European Commission Recommendation of 27 November 2013 on procedural safeguards for vulnerable persons suspected or accused in criminal proceedings. 

As no further legislation regarding vulnerable suspects has been either proposed or enacted by the European Commission, except for a Directive which only concerns procedural safeguards for children, the Advisory Board issued a communiqué to recommend the enactment of minimum rules on the protection of procedural rights of all vulnerable suspects and accused persons.
