Short Update: Surveillance tools being developed in Romania to monitor compliance with quarantines

Romania’s Special Telecommunications Service (STS) is developing an application that will track the movements of persons placed in isolation or quarantine in order to supervise compliance with these measures.  

The application will be downloaded by each person that goes into quarantine in order to share information with the Government on their movements.  Failure to respect quarantines or hospitalization now carries a penalty of 6 months to 3 years imprisonment or a fine. 

Romanian NGO, APADOR-CH (https://www.apador.org/en/) has raised concerns about the implications of this measure for the right to privacy and compliance with European data protection laws.
