The Spanish Home Office continues to release third grade inmates, but second grade ones (the "ordinary regime" for inmates) are kept in detention, because detention in these cases is a judicial decision, not an administrative one. Civil society launched today a new campaign for the release of inmates and released a statement on the failure of the Penitentiary Administration to implement WHO and Council of Europe recommendations.
