Several organisations, including Fair Trials, signed an op-ed in which they urge the Council of Europe to take immediate measures to have Member States reduce prison populations as a matter of public health. The Council of Europe, and more particularly the Committee of Ministers, can play a key role in creating, and enforcing, common measures for all Member States. With pre-trial detainees making up a third of the prison population in many countries, Fair Trials has produced recommendations for judicial authorities and criminal justice actors aimed at reducing the number of people being held in pre-trial detention.
