Governors in the United States have pursued limited initiatives to release elderly prisoners for humanitarian reasons. Their refusal of a broad humanitarian release of incarcerated senior citizens serving lengthy sentences reveals even the most liberal of U.S. governors are risking their prisons turning into mass graves rather than offering the faintest of admissions that mass incarceration is a colossal failure and unnecessary for public safety.
