Short Update: President of Romania orders courts closed during state of emergency

Courts in Romania will only hear the most urgent of cases, according to a presidential decree that has parliament’s backing. The order began on 16 March and will last for at least 30 days. 

Trial judges can classify cases as urgent, while several other categories will be given priority. This includes flagrant offences; pre-trial detention cases and bail hearings; appeals against garnishment; cases involving terrorism, money laundering and national security; medical security applications; cases involving witness and victim protection; and those upholding international agreements.

Legal deadlines, such as statutes of limitations and cut-offs for lodging appeals, have also been suspended until the state of emergency has been lifted.

In cases of extreme urgency, court are also given the power to set shorter deadlines for proceedings as appropriate, including deadlines on the following day or even the same day.
