The Office for Democratic Institutions and Human Rights, part of the Organisation for Security and Co-operation in Europe (OSCE) has released a report on the ‘human dimensions’ and state responses to COVID-19.
The report records state responses to COVID-19 with the aiming of helping to learn lessons in order to strengthen state institutions ahead of future challenges. It starts with an overview of obligations when declaring a state of emergency and describes the impact of COVID-19 emergency measures on democratic institutions and human rights.
