Short Update: NGOs, including Fair Trials, denounce the situation of two penitentiary centres in Mexico

The Instituto de Justicia Procesal Penal (IJPP), Fair Trials and other civil society organizations, issued a press release on Friday May 22, to denounce the situation of two penitentiary centres in Mexico – Cárcel Distrital Cuautla and Cereso Atlacholoaya Morelos (Xochitepec).

According to several investigative reports, there is a high number of unreported deaths due to COVID-19 in the centres. The prison population is at risk, and their family members are unable to obtain truthful and objective information.

For decades, prisons in Mexico have suffered from a humanitarian crisis. The implementation of the accusatory system that started in 2008, contributed to reducing the prison population, and the enactment of the National Criminal Enforcement Law in 2016 has been a crucial step for the effective implementation of prisoners’ rights and the establishment of a comprehensive public policy.

However, this crisis persists: The Mexican prison system continues to experience corruption, bureaucratism, overcrowding, denial and violation of rights, and various types of violence against inmates and their families. The Covid-19 pandemic has only aggravated it.

IJPP, Fair Trials, Documenta, and other organizations, will continue to stay vigilant and denounce the violations of human rights of detainees in the context of the Coronavirus pandemic.
