On 2 June 2020, the Ministry of Justice (MoJ) and Her Majesty's Prison and Probation Service (HMPPS) published a National Framework for Prison Regimes and Services. The Framework sets out how the MoJ and HMPPS will take decisions about easing COVID-19 related restrictions in prison. The Framework sets out five stages of lockdown, ranging from "Complete Lockdown" to "Prepare", and outlines the criteria that a prison estate has to satisfy to move from one stage to another.
In tandem, the National Probation Service published a Probation Roadmap to Recovery which outlines how the probation system will be adjusted in line with the easing of restrictions.
