OSCE Office for Democratic Institutions and Human Rights and the Association for the prevention of Torture have released a practical guidance to support National Preventive Mechanisms and detention monitoring bodies around the world during these challenging times. It outlines concrete solutions to continue monitoring places of deprivation of liberty, either remotely, or in person. It highlights new risks and challenges posed by the pandemic, to which monitoring bodies should pay specific attention to. This includes, the consequences of overcrowding, the restrictions on contacts with the outside world, but also the impact on fair trials rights and the legality of detention.
