Short Update: Enforcement of COVID-19 lockdown measures in Europe shows racial bias

A report by Amnesty International examining the enforcement of the ‘lockdown measures’ in 12 European countries concludes that the implementation of some of these measures have disproportionately impacted individuals and groups who experience stereotyping, discrimination and violence due to race, ethnicity, religion and/or migration status. 

Racialised individuals and groups were targeted with violence, discriminatory identity checks, forced quarantines and fines. The report notably cites the “disinfecting” of Roma communities or the targeted quarantines against migrants. 

The report also highlights systemic human rights concerns regarding institutional racism, discrimination in law enforcement and lack of accountability regarding allegations of unlawful use of force by law enforcement officials.
