On 17 April 2020, the Czech Minister of Justice issued a recommendation adjusting the functioning of courts during the COVID-19 crisis. Courts are currently encouraging public to communicate with the court by phone or electronically, the new Emergency Measure requires that the reception offices are open during certain days, and also that personal visit to the court hearings are made possible in urgent cases.
Similarly, the prosecutors’ offices in the Czech Republic have set their own restrictions of the access to the buildings. Prosecutors have also limited their attendance to the courts to the necessary minimum, attending only hearings regarding detention, or cases where delays may cause frustration of the criminal. In practice this policy has restricted oral hearings before the criminal courts because the attendance of a prosecutor is mandatory.
