Short Update: Cuba employs fines and prison sentences in COVID-19 response

While Cuba’s response to COVID-19 has enjoyed great success thanks to its strong health system, their response has also involved heavy-handed coercion by its authoritarian government.  

Non-compliance with government measures, such as not wearing a mask in public, is punishable by fines or prison sentence. The government has broadcast trials of offenders on state-owned media, using its media monopoly to set examples to the public.  

While Cuba has paroled 6,579 prisoners and released 412 detainees as of May 1st, it has imprisoned 335 people for “offenses related to COVID-19” over that same period. Human rights groups have raised concern over the harsh conditions faced by the island’s political prisoners.
