Short Update: The Council of Justice of Spain, published a set of measures to respond to the interruption of the justice system due to the COVID-19 pandemic

The document has not yet been approved; however the Council already published a final draft. The document brings together the proposals of two different working groups - one for general measures and the other for each jurisdictional order - that were constituted on April 2nd, under the supervision of the President of the Supreme Court and the General Council of the Judiciary. Each working group has been chaired by a member of the governing body of judges and made up of lawyers from the institution. 

Among the general measures proposed are the application of reinforcement mechanisms in the institutions that are overloaded; the establishment of norms of distribution and specialization of the Courts in the civil order to extend the territorial scope of the judicial districts; and the full authorization to make of August a working month (instead of a vacation month), for the ordinary processing and resolution of judicial processes. 

Among the specific measures planned for criminal proceedings, it is proposed that in certain circumstances the sentences can be handed down orally, without the need for their subsequent documentation as the justification in A/V support is included.
