Short Update: The Council of Europe’s Anti-Torture Committee calls on European states to reduce prison overcrowding

The Council of Europe’s Anti-Torture Committee (CPT) has called on member states to reduce overcrowding in prisons in light of the COVID-19 pandemic. CPT has noted that many states have already taken measures to increase the use of non-custodial measures as alternatives to detention both pre- and post-sentencing.
