By the order of the High Judicial Council all courts of Albania are closed for visits and court hearings since 10 March 2020. Submissions can be filed through regular mail service, but other services such as granting access to case files is suspended. Albanian courts are examining only urgent cases such as pre-trial detention hearings or motions requesting injunction order, where delays would lead to grave or irreparable damage. Criminal cases involving juveniles, and criminal cases where the defendant insists on continuation of trials are also allowed with no participation of public, except for defence attorneys. Government orders on court closures and other restrictions on human rights cannot be challenged before courts due to court closures.
