Short Update:  Angola requires face masks in public, imposes cordon sanitaire on capital

Angola has mandated face masks in public, with non-compliance punishable by a fine of 5,000-10,000 Kwanzas (about 9-17 USD). The government also announced that the capital Luanda and another nearby municipality are under a cordon sanitaire until August 9th. Persons who leave those localities without authorization will be placed in “Institutional Quarantine” and face a fine of 100,000-250,000 Kwanzas (approx. 170-430 USD).  

Angolan security forces have been criticized for excessive force after killing at least five people in the first two months of enforcing coronavirus lockdowns. These concerns have been compounded by the detention of people who violated lockdown rules, further burdening an already overcrowded prison system. Indeed, almost half of Angola’s prisoners are detainees awaiting trial, often for minor offenses or even for simply exercising their right to protest.
